after talks between the unions and bart officials reportedly stall. commuters are also on edge. awaiting word on whether bart workers will in fact. walk off the job monday morning. here's what we know. contracts with the two unions are set to expire sunday at midnight. bart workers have already delivered a 72-hour strike notice to bart management, strike could begin as early as monday morning. >> they have been waiting in making us with for 36 hours. >> reporter: 400- thousand commuters use bart every weekday. and if there is a strike, it would likely cause a traffic nightmare around the bay area. kron 4's jeff pierce has more. >> because the district has thirty six hours without a substantial proposal we no longer think that it's fair to keep the public not knowing if there is gong to be a strike so we will be out on the picket line on to the riders we'll continue to try and reach an agreement but we will be on strike on monday. >> reporter: with those words bart union negotiators walked away from contract talks saturday afternoon taking the suitcases they had brought in hopes of a marathon negotiating session. >> we've been here since yesterday awaiting proposals the the district was supposed to supply to us. we were given several times that they would come down and meet with us to no avail. we left here after eleven o'clock still

waiting. we came here this morning with a starting time of ten, we were told eleven, we were told twelve thirty, we were told two, we were told three thirty and yet we received nothing. >> reporter: those frustrations at the table resulted in union negotiators walking out and declaring their intentions to silence bart stations on monday morning. >> we have done everything we can do but at this point we're not receiving any movement so we have to let the public know that effectively tomorrow at midnight our contract expires and we will be on strike. >> reporter: both sides say they will not abandon efforts in the hours left in that contract to come to an agreement in oakland jeff pierce kron four news >> bart union negotiators walked away from the bargaining table this afternoon, as the date for a threatened strike quickly approaches. bart officials were told the bart union officials had left the negotiating table shortly before four p-m. but not before delivering a new economic proposal to a mediator. we have been preparing a proposal that was ready at 3:45 we were requested a mediator to assist us. and they handed us several proposals. they told us that

we could e-mail. >> bart officials say the new proposal increases salary and decreases employee pension contributions and lowers health care costs. a bart spokesman says that the agency still has a meeting scheduled with the unions on sunday. but bart said the unions have no plans to meet with bart on sunday. continuing our coverage. kron 4's philippe djegal spent the day with bart passengers in berkeley. who say they're fearing the worst. >> i am pretty much stuck at home. it is going to be house arrest. >> i do not take that it is fair that bart holds them all at stake. they already charge a lot. >> i do not know what an going to do. >> the price of gasoline is sold expensive. >> i have no idea, i cannot afford a taxicab. >> reporter: how

>> today, proposition eight supporters filed an emergency petition with the u-s supreme court justice anthony kennedy. they argue the 9th circuit had no authority to lift stay on same sex marriages. and are asking justice kennedy to reinstate a stay that would halt same-sex marriages in california. a number of gay and lesbian weddings have taken already taken place since the appeals court lifted the stay yesterday afternoon. and more couples exchanged vows today. kron 4's jeff bush is live outside san francisco's city hall with the latest. jeff? >> reporter: there were over 200 marriage licenses issued today. >> i know pronounced to a spouse and white. you spoused & wife -- and spe death go to our facebook fan section, www.kron4.com =-haazig ma

the last ditch challenge to the courts ruling about prop eight had no affect on the progress of san francisco and there was a steady stream of couples into city hallcouples that would soon be married. i heard it on the radio when i was on the way down here and i told chris that we down here because i didn't know if they were going to hault the weddings this afternoon or what. i'm hoping justice kennedy and has left his cell phone far far behind. the north light court has been transformed into marriage licence central. the county assessor says employees and volunteers have come in on their days off to process hundreds of marriage licences to people (ting) today, i just married a couple who flew up here from los angeles because they wanted to make sure they had the opportunity to get married. we had some from italy, we had some from georgia. smiles all arounda happy day for those who consider this to be the last outpost of civil rights. she asked me to marry her and i was like, that would be great but it's not possible and i'm really in shock about it. really, so surprised. >> gavin newsome:

at market street. then on sunday the massive parade starts at 10:30 a-m, winding down from market and beale streets to the civic center. stay tuned to kron 4 news on sunday for a look at the parade. about 200 people spent this morning attaching the symbolic pink triangle to twin peaks in san francisco. organizers say the pink triangle was originally used by nazis to identify and shame homosexuals. but now, the pink triangle has become a symbol of gay pride. this year marks the 18th year the pink triangle has been attached to twin peaks.

after a viewer emailed me bicycle lanes are for bicyles lanes just like sidewalks are for people i've had this dicussion about car drivers before. like this driver there try to use the bike lane as a short cut another drivers try to block him but only after noticing the camera does the driver get back in line. however when traffic backs up some motorcyclist and scooter riders do the same thing they jump in the bike lanes. some jump in to pass other vehicles. then jump right back in to traffic. it is against state law to use the bike lane as a way to get around blocked traffic, in fact. you are only permitted to use the lane to park where permitted to enter or leve the roadway, or listen carefully 200 feet from an intersection. motorcyclist and power scooter already have the ability to split lanes you don't get to use the bike lane. it's dangerours and illegal to use bike lanes if you are not riding an actual bicycle. this is a preety heavily traveled bike lane expecially during the morning rush hour so keep your motorcycles out the bike lane. and one foot down does not imply you are walking your bike. in san francisco stanley roberts kron 4 news. if you have a comment or story idea for stanley, e-

dozens of couples.all throughout city hall >> i think people have been waiting for this so we didn't want to be late >> reporter: as for antoinette and petey.they paid, processed their paperwork and are now just moments away >> good excited ready >> reporter: and with an exchange of rings.their marriage is nearly official a moment they thought impossible.just days ago. >> so happy >> reporter: mike pelton, kron 4 news >> developing tonight. a bart union negotiator says a strike is likely. after talks between the unions and bart officials reportedly stall. commuters are also on edge. awaiting word on whether bart workers will in fact. walk off the job monday morning. here's what we know. contracts with the two unions are set to expire sunday at midnight. bart workers have already delivered a 72-hour strike notice to bart management, which means a potential strike could begin as early as monday morning. 400- thousand commuters use bart every weekday. and if there is a strike, it would likely cause a traffic nightmare around the bay area. in case of a strike, there are other options for commuters. one. is a charter bus service that bart will operate from the east bay to san francisco. the service will run from five- to- nine in the morning. and it will pick up passengers from four different bart stations in

the east bay. they are the el cerrito - del norte, the walnut creek, pleasonton, and fremont bart stations. the buses will then take passengers to the west oakland bart station to board another bus. however, passengers can not start their trip at the west oakland bart station. passengers will be dropped off at the transbay terminal in san francisco. which is also where the evening commute pick up will be. the evening commute will be from three -to- seven p-m. bart officials say, the buses can only transport about four- thousand people. 400 thousand passengers ride bart every weekday. and commuters who already use the ferry service. can expect boats to be at full capacity. especially during peak commute times. the san francisco bay ferry service will add three additional vessels to their fleet which will allow them to carry 30-thousand additional passengers per day. the ferries would also extend service hours. however officials warn. that parking at ferry terminals will be a problem and they encourage passengers to carpool to the docks. stay with kron 4 news as we continue our coverge on the possible bart strike. we'll let you know whether bart workers will walk off the job. the deadline sunday at midnight.

the heat is on. a massive heat wave has the west in its grips. and isn't letting go anytime soon. death valley - where they know hot - approaching a scorching 130 degrees today record or near record temperatures expected everywhere from phoenix toin las vegas, not everybody is sitting in an air- conditioned casino. while some 200 people were an outdoor concert. some people chose to beat the heat by heading out of the hotspots. short of high-tailing it out francisco. wave is reaching well into the national weather service says it'll stick around patchy fog along the bay. it should help to cool things down a few degrees but otherwise we are looking at sunshine. eventually getting to about 104 degrees inland.

based or stafford loans, is currently fixed at 3.4%. unless congress intervenes by july 1, that rate is scheduled to double. >> "i definitely think that doubling the rate to 6.8% would definitely increase default rates because again the students who are receiving the subsidized loans these loans are from the lowest income brackets." >> reporter: while some lawmakers want to keep rates at the lower 3.4% for at least the next two years, others say student loan interest rates should be allowed to fluctuate according to market forces. >> "i think there's gonna be some kind of compromise. some kind of adjustment. i don't know if they're gonna go to a variable rate loan. my guess is they may just kick the can down the road and say we'll just do this for one year and we'll revisit it another year later." >> reporter: if rates do increase, the bad news for students could become a revenue booster for government. the higher interest rate would generate $36 billion in revenue this year at a time when congress is scrambling for cash. but higher rates could cost
